The Sarasota/Manatee Metropolitan Planning Organization’s Transportation Investment Analysis (TIA) takes a close look at how transportation projects move from local priority to implementation, and where delays, cost changes, and funding gaps are most likely to occur.

This compehensive analysis reviews more than a decade of State Transportation Improvement Program (STIP) data alongside the MPO’s adopted Lists of Priority Projects (LOPPs) to better understand how regional priorities translate into funded and delivered projects. By following projects through each stage of the project lifecycle, the analysis highlights recurring patterns in programming, spending, and delivery that negatively impact project delivery, and by extension the ability of the MPO to pursue its own goals.  

The TIA also features detailed case studies of key local projects that illustrate both successful approaches and all-too-common challenges. Interviews with state and regional partners provide additional perspective on how project delivery decisions are made in practice and offer their own perspective on minimizing issues and delays.

Together, these findings inform practical recommendations to improve coordination, strengthen alignment between priorities and funding, and support more efficient delivery of future transportation investments.
