PUBLIC NOTICE :: Sarasota/Manatee MPO BPTAC Meeting

NOTIFICATION IS GIVEN that on October 19, 2021, the Bicycle/Pedestrian/Trails Advisory Committee (BPTAC) meeting will be held at 2:30 p.m. at the MPO Office, 8100 15th Street East, Sarasota, Florida 34243.

PUBLIC COMMENT: Meeting materials and information regarding technology and access will be posted to the MPO website at www.mympo.org  on Tuesday, October 19, 2021.

There are five (5) ways for the public to participate:

  1. In person at the BPTAC meeting, by filling out a comment card.
  2. Written comments will be accepted before, during, and after each meeting. All written comments will be included as part of the official public record of the meeting.   3. The BPTAC meeting will be live streamed at 2:30 p.m. on Tuesday, October 19, 2021. The public can view the meeting and comment during the meeting using the comment box at https://publicinput.com/Q742.

  5. For those wishing to address members of the BPTAC directly, you are requested to provide a written request in advance. You need JavaScript enabled to view it. by 1:00 p.m. on Tuesday, October 19, 2021 for your comments to be distributed to BPTAC members prior to the meeting. Please provide the following information in the email:
    1. Subject line (RE): PUBLIC COMMENT FOR OCTOBER 19, 2021 BPTAC MEETING
    2. Please include the following information in the body of the email:  1) Name, email, and phone number; 2) The agenda item you wish to address; 3) A summary of your public comment (3000-character limit).
    3. Following the receipt of the email, instructions will be sent on how to join the virtual meeting to speak once the Chair calls on you during the public comment period.

The MPO rules of procedure, decorum, and policy governing the public comment period, shall be followed, and enforced, in person and virtually.  During the public comment period, the Chair will ask the public to speak based on the written requests to speak in the order they are received. 

It would greatly help MPO staff if questions and comments could be emailed to Clerk to the Board (This email address is being protected from spambots. You need JavaScript enabled to view it.) PRIOR to the beginning of the meetings, and ideally before 1:00 p.m. on Tuesday, October 19, 2021.

This notice is published pursuant to the requirements of Federal Laws, Florida Statutes, and MPO Policy. There are no stenographical records by a certified court reporter for the noticed meeting(s) listed above. Accordingly, any person seeking to appeal any decision(s) made at the noticed meeting(s) herein will be responsible for making a verbatim record of the testimony and evidence at the meeting(s) upon which any appeal is to be based.

Public participation is solicited without regard to race, color, national origin, age, sex, religion, disability, or family status. Persons who require special accommodations under the Americans with Disabilities Act or persons who require translation services (free of charge) should contact the Sarasota/Manatee MPO at 941-359-5772 at least seven (7) days prior to the meeting.

The MPO’s planning process is conducted in accordance with Title VI of the Civil Rights Act of 1964 and related statutes. Sarasota/Manatee Metropolitan Planning Organization Hosts an Open House

Quadrennial Federal Highway Administration/Federal Transit Administration Certification Review Site Visit

The Sarasota/Manatee Metropolitan Planning Organization (MPO) invites the public to an Open House on Thursday, July 22, 2021, from 4:00 – 6:00 PM located at the MPO Offices, 8100 15th Street East, Sarasota, FL 34243, or virtually as detailed below.

From 4:00 – 5:00 PM, the public is invited to join representatives from Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA), technical professionals, and elected officials to view the new MPO office, learn more about regional transportation, and meet and greet with MPO Staff.

From 5:00 – 6:00 PM, representatives from FHWA and FTA will open a public meeting where the public is invited to speak about their experiences working with the Sarasota/Manatee MPO.

There are three (3) ways for the public to participate:

  1. In person at the MPO Offices.

ABOUT QUADRENNIAL FHWA/FTA CERTIFICATION REVIEW SITE VISIT

Every four years, the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) must jointly certify Transportation Management Areas' (TMA) planning processes nationwide.  TMAs are urbanized areas with a population of 200,000 or more.

The FHWA/FTA Certification Review site visit focuses on gathering input and examples on the Sarasota/Manatee MPO's various approaches, activities, and issues implementing a cooperative, comprehensive, and continuing planning process, known as the "3-C" planning process.

This review is intended to improve the overall quality of the Sarasota/Manatee MPO's transportation planning process. The primary activities during the Certification Review site visit are as follows:

  1. Staff-level discussions with representatives from the Sarasota/Manatee MPO, FDOT and other regional planning agencies;
  2. Discussions with local elected and/or appointed officials; and
  3. Discussions with Sarasota and Manatee County citizens.

Performance Measures Dashboard

The Sarasota/Manatee Metropolitan Organization (MPO) has unveiled its newly revamped Performance Measures Dashboard. The Dashboard underwent a complete overhaul to make the data and information more user friendly, aesthetically pleasing, and generally easier for the public to digest. The Fixing America’s Surface Transportation (FAST) Act reinforced prior transportation-centric legislation to require State Department of Transportations (DOTs) to evaluate, track, and assess certain performance measures. The FAST Act formally solidified performance-based planning as the standard for Metropolitan Planning Organizations. The Sarasota/Manatee MPO uses performance measures to assess and organize goals, objectives, and priorities in the 2045 Long Range Transportation Plan (LRTP). Each chapter of the LRTP includes goals and objectives to improve those performance measures. These performance measures are:

To make the performance measures more accessible to the public, the Performance Measures Dashboard was remodeled. Each performance measure has its own page with the most relevant data points illustrated in an approachable way. These pages are introduced with a quick infographic. The content of these graphics, long range objectives and select data, is intended to be consumed in a minute or less. The pages also include charts, scorecards, and interactive maps using GIS WebApps, which allows for data exploration in the region.

Of course, a deep, technical review of each performance measure is still available on MyMPO.org by downloading a copy of the 2045 Long Range Transportation Plan. It is more crucial than ever to make data-driven decisions to improve the region, and the redesigned Performance Measures Dashboard aims to do just that.

45-day public review and comment period is NOW open for the Draft 2021 Public Participation Plan (PPP)

The Sarasota/Manatee MPO wants everyone to contribute to the updated DRAFT 2021 Public Participation Plan (PPP). The document can be downloaded here https://www.mympo.org/m/mandates/ppp

The PPP is the guide to involving the public in the MPO transportation planning process, major documents, projects, and programs. Every three years, MPO staff evaluates the public participation techniques and strategies laid out in the Public Participation Plan (PPP). Afterwards, the PPP is updated to incorporate the findings from the evaluation. The MPO wants to hear your input on the updated DRAFT PPP. If you have any comments or questions, please let us know by 5:00PM on Monday, May 19, 2021 when the official 45-day comment period closes. Here are four ways for the public to comment on the PPP:
