SARASOTA COUNTY — The ex-boyfriend of a woman whose remains were found in a burning car on Interstate 75 last month has been arrested in Hillsborough County in connection with her death.

Michael Connor Clark, 34, of Brandon is charged with second-degree murder, arson, tampering with evidence and possession of cocaine. He is being held without bond in Hillsborough County.

A witness who called 911 reported seeing Clark’s 2012 Chrysler Town & Country minivan burning at 6 a.m. Oct. 15 in the southbound lanes of I-75 at mile marker 202, about three miles south of Clark Road. The witness said Clark was standing next to the van as it burned.

Deputies and firefighters arrived minutes later and extinguished the fire.

Kelley’s body was found inside the van between the third row seat and the rear lift gate.

The state fire marshal determined that the fire was intentionally set after discovering a gas can inside the van and a lighter on the ground outside. The medical examiner performed an autopsy and reported that Kelley was killed by “blunt force trauma” before the fire started. Her death was ruled a homicide.

Sarasota County sheriff’s Capt. John Walsh said an investigation by the state fire marshal, medical examiner, crime scene personnel and detectives from Sarasota and Hillsborough counties led to the charges.

“It’s not an overnight process — it’s a long time,” Walsh said. “Detectives since that morning, at 6 o’clock until this morning, have been working this thing.”

Clark and Kelley had three children together. Court records suggest a rocky relationship over the past 18 years.

According to court documents, on Sept. 30, Clark was charged with aggravated assault with a deadly weapon for allegedly holding a pocketknife to Kelley’s throat and threatening to kill her and himself.

“He (Clark) had been staying with his mother outside of the home,” Walsh said. “Those are all pieces we really would like to know about.”

The captain is urging friends, family and acquaintances of Clark and Kelley who have information that would help the investigation to contact them.

Investigators have determined that Clark drove his van to Kelley’s job at the Comfort Craft Cafe in Valrico, and that the couple were seen at 11:57 p.m. on Oct. 14 — the night before Kelley’s 34th birthday — at Brandon Billiards.

A witness said they saw the two arguing outside the pool hall at around 2:19 a.m. and watched Kelley push Clark away about 10 minutes later. They saw Clark put Kelley in a headlock at 2:46 a.m. and then walk to the van at 3:15 a.m.

Witnesses said the couple left the parking lot about five minutes later.

Surveillance video identified Clark’s van near his mother’s house at about 4:09 a.m. and passing a car wash at 802 W. Bloomingdale Ave. in Brandon at 4:40 a.m. traveling toward I-75.

The first 911 call, received at 6:04 a.m., reported Clark’s van engulfed in fire south of Clark Road. Motorists reportedly stopped to help Clark before deputies arrived.

Clark was transported to an area hospital for injuries and was later released.

An examination of Clark’s hands showed lacerations and swelling, and a large amount of blood on his pants was later forensically determined to be Kelley’s blood.

Investigators also found paper inside the filler pipe of the van’s gas tank.

Clark told detectives that same day that he did not know how the fire began, how the victim died, or how he got to Sarasota, which is more than 55 miles from his home.

“Since initially speaking to him on the day of the fire, he hasn’t been cooperative with us,” the captain said, adding that the investigation is active and ongoing.

History of violence

Clark was convicted of second-degree aggravated battery stemming from a bar fight in 2010. Court documents show he was attending a Halloween costume party when he struck the victim in the head with a sword as he was being escorted out of the bar.

The victim sustained minor injuries.

Clark told authorities that he was defending himself.

He was convicted of criminal mischief in 2007; charged with obstructing an officer without violence in 2005; convicted of violating a restraining order in 2004 by contacting the victim; and convicted of domestic violence in 2003 and 2004.

FDOT Visioning Workshop #2 for 10th Avenue Complete Streets Study

The Florida Department of Transportation (FDOT), District One, is holding a second visioning workshop for the 10th Avenue Complete Streets Study from Riverside Drive to 17th Street West in Manatee County. This workshop was originally scheduled for September 12, 2017, but it has been rescheduled for November 7th due to Hurricane Irma.

The City of Palmetto, in cooperation with FDOT, is conducting a feasibility study for possible improvements to 10th Avenue in Manatee County. The feasibility study includes a comprehensive visioning process to develop viable improvement alternatives while facilitating community vision. The proposed ‘complete streets’ improvements on 10th Avenue are part of an overall plan by the City of Palmetto to enhance multimodal mobility along the roadway. The purpose of this workshop is to provide further information about the project and gather feedback about the proposed improvements.

The visioning workshop will be:

The workshop will include a PowerPoint presentation followed by open discussion. The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by FDOT pursuant to 23 U.S.C. §327 and a Memorandum of Understanding dated December 14, 2016 and executed by the Federal Highway Administration and FDOT.

The Florida Department of Transportation (FDOT), District One, will hold a public information meeting regarding construction of the Legacy Trail Pedestrian Overpass over Laurel Road in Sarasota County. The public meeting is from 5 p.m. to 7 p.m. on Monday, October 30, 2017 at the Laurel Civic Association’s Sandra Sims Terry Community Center, 509 Collins Road, Laurel, Florida 34272. FDOT will hold this meeting to give interested persons the opportunity to talk one-on-one with staff and make comments about the project. The meeting will be an open house format with no formal presentation.

The project includes constructing a new pedestrian overpass along the Legacy Trail over Laurel Road. The $2 million project begins early November with completion expected in late summer/early fall 2018. 

FDOT developed this meeting in compliance with Title VI of the Civil Rights Act of 1964 and related statutes. Traffic Watch for Sarasota and Manatee Counties - Week of October 22, 2017

Motorists are reminded to wear safety belts and drive with caution, courtesy, common sense, and patience as they travel through work zones. Remember, speeding fines are doubled in work zones.

Please Note: Due to Hurricane Irma debris removal operations are occurring on many roadways and drivers should use caution.

MANATEE COUNTY

Ellenton Gillette Road at 69th Street East: Construction project: Crews are constructing new left-turn lanes on Ellenton Gillette Road and 69th Street E; improving drainage; constructing sidewalk; signal upgrades, and new signing. Expect daytime lane closures from 8 a.m. to 5 p.m. and flagging operations when crews begin construction of the turn-lanes. Expected completion is early 2018. Coastal Bridge Company is the contractor.

I-275 at the Sunshine Skyway Rest Areas in Manatee and Pinellas counties: Construction Project: Improvements include constructing new rest areas and new parking lots with LED lighting, seawall repairs and extending the seawall at the Manatee County rest area to accommodate a new picnic pavilion. The Pinellas County Skyway Rest Area is closed and demolition will begin Monday, October 16. During this time, motorists will be directed to the Manatee County Skyway Rest Area. The closure is expected to last until fall 2018. The fishing piers will remain open during the closure. Expected completion is fall 2019. David Nelson Construction Company is the contractor.  

I-75 (SR 93) / University Parkway Diverging Diamond Interchange (DDI)

Sarasota/Bradenton:  Construction Project:

Detour – Northbound I-75 Exit-Ramp CLOSED at the I-75/University Parkway Interchange:

Nighttime Closures, Sunday, October 22 through Friday, October 27. Details Below:

The contractor anticipates implementing a temporary detour route at the I-75/University Parkway interchange at night/overnight Sunday, October 22 through Friday, October 27 between 11 p.m. and 5 a.m., pending weather, while crews place the final layer of asphalt on the ramp.

Motorists traveling north on I-75 wishing to exit at University Parkway are directed to continue north on I-75, exit at SR 70 westbound, enter southbound I-75 and exit at University Parkway/Exit 213.

Temporary intermittent single and double lane closures are in place at night/overnight on northbound and southbound I-75 Sunday, October 22 through Friday, October 27 between 8 p.m. and 7 a.m. the following morning. Double lane closures begin at 11 p.m.

Temporary intermittent single and double lane closures are in place at night/overnight on eastbound and westbound University Parkway from Cooper Creek Blvd. to Market Street Sunday, October 22 through Friday, October 27 from 9 p.m. to 7 a.m. the following morning. Double lane closures begin at 10 p.m.

Watch for trucks entering and leaving the highway and uneven pavement. Speeding fines double when workers are present.

Improvements being made as part of this project consist of constructing a diverging diamond interchange, adding an auxiliary lane on northbound and southbound I-75, constructing new bridges on  I-75 over University Parkway, widening of University Parkway, widening of I-75 bridges over Errie Creek and Foley Creek, realignment of on-ramps and off-ramps at I-75/University Parkway, addition of ponds, drainage improvements, new lighting and signalization, construction of a noise wall on the west side of I-75, sidewalks, bike lanes, and pedestrian walkways. Expected completion is late 2017. The contractor is Prince Contracting, LLC. For additional information, please visit the project website at http://www.swflroads.com/i75/university/.

I-75 from Moccasin Wallow Road to the Hillsborough County Line: Construction project: Crews are resurfacing I-75, making drainage improvements, installing guardrail, and adding new signage and pavement markings. The pavement along Moccasin Wallow Road at the I-75 interchange is also being reconstructed. Expect nighttime/overnight lane closures while crews are working. AJAX Paving Industries of Florida, LLC, is the contractor. Expected completion is summer 2018.

I-75 at SR 64/Manatee Avenue Interchange: Construction project: This project

reconstructs the interchange, widens interchange ramps and SR 64, and installs sidewalks and bicycle lanes on SR 64.  Crews are currently excavating for ponds, installing drainage, relocating utilities and reconstructing the I-75 northbound exit to eastbound SR 64 (Exit 220A).

  • Motorists should expect the I-75 northbound exit (Exit 220A) CLOSED for the next 8-10 months for crews to reconstruct the ramp, weather permitting.  Motorists must use Exit 220B to reach eastbound or westbound SR 64/Manatee Avenue.

Variable message signs will be in place to alert drivers that work is underway. Drivers should use caution while traveling in this area. Estimated completion is late of 2019. The contractor is Prince Contracting LLC.

US 301 at the Hernando Desoto Bridge: Construction project: Crews are installing pile jackets, making concrete repairs and repairing the bridge fender system. Expect nighttime/overnight lane closures from 8 p.m. to 6 a.m. while crews are working. The portion of Riverwalk under the bridge along the seawall is now open. Inland Construction and Engineering, Inc., is the contractor. Expected completion is fall 2017. 

US 301 from Erie/Old Tampa Road to Moccasin Wallow Road: Maintenance permit project: Crews are working on a force main. No lane closures are expected but motorists should be aware of crews working along the roadway through Friday, October 27. Use caution while in the area. 

SR 789/Gulf Drive from SR 64/Manatee Avenue to SR 684/Cortez Road: Maintenance permit project: Manatee County is installing new force mains and water mains. For additional information about the project, please visit the project website at www.amipipereplacement.com. 

SR 789/Gulf Drive in Bradenton Beach: Construction project: Crews are installing a sidewalk along SR 789/Gulf Drive from just south of 13th Street South to the North Coquina Beach Boat Ramp.  This week, crews will be working on clearing the site area and working on drainage.  Watch for daytime lane closures and be alert for flaggers.  The lane closures are necessary during the daytime hours to comply with sea turtle nesting lighting restrictions.  The contractor is Ajax Paving Industries of Florida, LLC. Expected completion is late 2017.

SR 684 from 92nd Lane to 82nd Street West: Maintenance permit project: Crews are working on a force main. Expect intermittent east and westbound lane closures through Friday, October 27. Use caution and expect possible delays.  

SR 684/Cortez Road at 119th Street West in Cortez: Construction project: Crews will construct interim intersection safety improvements, including median, pedestrian signal, and lane striping work.  This week, crews will be mobilizing for the project.  Motorists should expect lane closures during the daytime or nighttime hours; therefore, drivers should use caution while traveling in this area. The contractor is Ajax Paving Industries of Florida, LLC. Expected completion is late 2017.

SR 70 from 301 Boulevard to Tara Boulevard: Construction project: Crews are resurfacing the roadway and making signal upgrades. Crews continue resurfacing the roadway, working on the signals, roadway striping, and making curb and sidewalk improvements. Expect nighttime signal work at various intersections and resurfacing operations towards the east end of the project, Sunday through Thursday nights. Final thermoplastic striping on the west end of the project, from 15th Street E to US 301 is expected to begin Sunday, October 22nd. Expected completion is fall 2017. The contractor is Superior Asphalt, Inc. 

SR 64 at 46th Street West: Maintenance contracts project: Crews are reconstructing the sidewalk and driveway connections. Expect possible daytime eastbound outside lane closures while crews are working.

Laurel Road at the Legacy Trail Crossing: Utility project: Utility contractors are relocating underground utilities in advance of construction on the new Legacy Trail pedestrian overpass. Traffic is down to a single lane in each direction. Westbound traffic has been shifted into the closed eastbound lane.

Business US 41 at the Circus Drawbridge: Construction project: Crews are improving mechanical equipment; painting structural steel; making spall repairs, and replacing portions of sidewalk. Traffic has shifted to the northbound bridge (one lane for each direction) while crews are working on the opposite bridge. Pedestrians and cyclists are also restricted to the northbound bridge. The speed limit is reduced to 35 mph during construction. Southern Road and Bridge, LLC is the contractor. Expected completion is fall 2017.

US 41 from SR 789 to Ritz Carlton Drive and sidewalk located along the north side of SR 789 from Sunset Drive to US 41: Maintenance permit project: The sidewalk will remain closed until construction of the development located at the corner of US 41 and SR 789 is complete. Pedestrians should follow the established detour.

US 41/Venice By-Pass from Gulf Coast Boulevard to Bird Bay Drive: Construction project: Crews continue installing utility and storm drain systems and constructing temporary pavement. Expect intermittent nighttime/overnight northbound and southbound lane closures from 8 p.m. to 5:30 a.m. throughout the project limits while crews are working. Motorists should also be aware of upcoming nighttime/overnight traffic shifts. Motorists should be mindful of the construction signs in place and traffic control officers and use caution while traveling through the project area. Bergeron Land Development is the contractor. Expected completion is spring 2018.

US 41 from Browning Street to 11th Street: US 41 from Browning Street to 11th Street: Construction project: Crews are resurfacing the roadway; installing new drainage; installing highway lighting, curb and gutter; constructing new sidewalk, and installing new signing and pavement markings. Expect nighttime/overnight lane closures on US 41; US 301; Fruitville Road, and Orange Avenue while crews are working. Crews are constructing a new right turn-lane from northbound US 41 to Fruitville Road. Once constructed, the existing right turn-lane will be closed to traffic. Crews will then construct a pedestrian island and improve drainage. Nighttime/overnight northbound outside lane closures are also expected from 9 p.m. each night to 6 a.m. each morning while crews are working. Preferred Materials, Inc. is the contractor. Expected completion is fall 2017. 

US 41 from Salford Boulevard to Sumter Boulevard: Construction project: Crews are widening US 41 from Salford Boulevard to Sumter Boulevard to a six-lane highway; resurfacing the roadway; improving drainage; constructing sidewalk, and installing highway lighting. Expect daytime lane closures for barrier wall installation within the medians. Expect nighttime/overnight lane closures from 7 p.m. to 6 a.m. when crews are resurfacing the roadway. Russell Engineering, Inc. is the contractor. Expected completion is spring 2019.

US 41 Roundabouts at 10th Street and 14th Street, Sarasota:  Construction Project: Utility workers are on-site locating existing utilities. Improvements being made as part of this project consist of reconstructing the signalized intersections and replacing them with roundabouts, enhancing connectivity, circulation and safety. US 41 will be widened between the two intersections and will include bike lanes as well as dedicated turn lanes, a 10-foot sidewalk along the west side, and a 6-foot sidewalk along the east side. Other improvements include raised islands for pedestrian refuge at the intersections of US 41 at 10th Street and 14th Street, pedestrian signals, LED street lights, landscaping and City of Sarasota utility and underground drainage structure replacements. Expected completion is spring 2020. The contractor is IBT Construction LLC.

SR 758/Bee Ridge Road/Osprey Avenue from Siesta Drive to Dunn Drive: Construction project:  Motorists can expect intermittent lane closures throughout the project while crews continue project completion items including paving, repair work, storm drainage testing, signage, signal work, miscellaneous concrete and punch list items.

Please stay alert and exercise caution throughout the project. Pay close attention to the traffic control devices. Driving through the traffic control devices and into the work zone is prohibited.  Be aware of slow moving construction equipment and plan additional travel time throughout the project.                                                                                                                    

The project consists of significant drainage improvements, removing old asphalt and resurfacing the roadway, reconstructing sidewalk, and installing new signalization in some areas.  The project also includes construction of eleven (11) pedestrian refuge islands on Bee Ridge Road between Dunn Drive and US 41. Expected completion of the $17 million project is late fall 2017.

10th Ave Complete Streets Study - Visioning Workshop #2

The Florida Department of Transportation (FDOT), District One, is holding a second visioning workshop for the 10th Avenue Complete Streets Study from Riverside Drive to 17th Street West, in Manatee County. The workshop has been rescheduled for Tuesday, November 7, 2017 from 5:30 p.m. to 7:30 p.m. at the Woman’s Club of Palmetto, 910 6th Street West, Palmetto, Florida 34221. We’ve included a project and meeting location map below for your reference. This workshop was originally scheduled for September 12, 2017, but it has been rescheduled for November 7th due to Hurricane Irma.

The workshop will include a PowerPoint presentation followed by open discussion. People attending the workshop may review project displays and aerial photographs, and speak one-on-one with project team members about the proposed improvements to 10th Avenue.

FDOT is sending notices to major stakeholders along the project corridor and other interested parties. FDOT welcomes and appreciates the community’s participation in the project. The workshop gives everyone an opportunity to express his or her views about the proposed improvements.

The workshop is developed in compliance with Title VI of the Civil Rights Act of 1964 and related statutes. Motorists are reminded to wear safety belts and drive with caution, courtesy, common sense, and patience as they travel through work zones. Remember, speeding fines are doubled in work zones.

Please Note: Due to Hurricane Irma debris removal operations are occurring on many roadways and drivers should use caution.

 

MANATEE COUNTY 

Ellenton Gillette Road at 69th Street East: Construction project: Crews are constructing new left-turn lanes on Ellenton Gillette Road and 69th Street E; improving drainage; constructing sidewalk; signal upgrades, and new signing. Expect daytime lane closures from 8 a.m. to 5 p.m. and flagging operations when crews begin construction of the turn-lanes. Expected completion is early 2018. Coastal Bridge Company is the contractor.

I-275 at the Sunshine Skyway Rest Areas in Manatee and Pinellas counties: Construction Project: Improvements include constructing new rest areas and new parking lots with LED lighting, seawall repairs and extending the seawall at the Manatee County rest area to accommodate a new picnic pavilion. The Pinellas County Skyway Rest Area is closed and demolition will begin Monday, October 16. During this time, motorists will be directed to the Manatee County Skyway Rest Area. The closure is expected to last until fall 2018. The fishing piers will remain open during the closure. Expected completion is fall 2019. David Nelson Construction Company is the contractor.  

I-75 (SR 93) / University Parkway Diverging Diamond Interchange (DDI)

Sarasota/Bradenton:  Construction Project: 

Detour – Southbound I-75 Off-Ramp CLOSED at the I-75/University Parkway Interchange:   

Sunday, October 15, Monday, October 16 and Tuesday, October 17. Details below:

The contractor anticipates implementing a temporary detour route at the I-75/University Parkway interchange at night/overnight Sunday, October 15, Monday, October 16 and Tuesday, October 17 between 11 p.m. and 5 a.m., pending weather, while crews place the final layer of asphalt on the ramp.

Motorists traveling southbound on I-75 wishing to travel on University Parkway are directed to continue south on I-75, exit at Fruitville Road/Exit 210, travel east and enter northbound I-75, and exit at University Parkway/Exit 213.

Detour – Northbound I-75 On-Ramp CLOSED at the I-75/University Parkway Interchange:

Wednesday, October 18 and Thursday, October 19. Details Below:

The contractor anticipates implementing a temporary detour route at the I-75/University Parkway interchange at night/overnight Wednesday, October 18 and Thursday, October 19 between 11 p.m. and 5 a.m., pending weather, while crews place the final layer of asphalt on the ramp.

Motorists traveling on University Parkway wishing to travel north on I-75 are directed to enter southbound I-75, exit at Fruitville Road/Exit 210, travel east and enter northbound I-75 and continue north.

Temporary intermittent single and double lane closures are in place at night/overnight on northbound and southbound I-75 Sunday, October 15 through Thursday, October 19 between 8 p.m. and 7 a.m. the following morning. Double lane closures begin at 11 p.m.

Temporary intermittent single and double lane closures are in place at night/overnight on eastbound and westbound University Parkway from Cooper Creek Blvd. to Market Street Sunday, October 15 through Thursday, October 19 from 9 p.m. to 7 a.m. the following morning. Double lane closures begin at 10 p.m.

Watch for trucks entering and leaving the highway and uneven pavement. Speeding fines double when workers are present.

Improvements being made as part of this project consist of constructing a diverging diamond interchange, adding an auxiliary lane on northbound and southbound I-75, constructing new bridges on  I-75 over University Parkway, widening of University Parkway, widening of I-75 bridges over Errie Creek and Foley Creek, realignment of on-ramps and off-ramps at I-75/University Parkway, addition of ponds, drainage improvements, new lighting and signalization, construction of a noise wall on the west side of I-75, sidewalks, bike lanes, and pedestrian walkways. I-75 from Moccasin Wallow Road to the Hillsborough County Line: Construction project: Crews are resurfacing I-75, making drainage improvements, installing guardrail, and adding new signage and pavement markings. The pavement along Moccasin Wallow Road at the I-75 interchange is also being reconstructed. Expect nighttime/overnight lane closures while crews are working. AJAX Paving Industries of Florida, LLC, is the contractor. Expected completion is summer 2018.

I-75 at SR 64/Manatee Avenue Interchange: Construction project: This project reconstructs the interchange, widens interchange ramps and SR 64, and installs sidewalks and bicycle lanes on SR 64. 

Motorists should expect the I-75 northbound exit (Exit 220A) CLOSED for the next 8-10 months for crews to reconstruct the ramp, weather permitting.  Motorists must use Exit 220B to reach eastbound or westbound SR 64/Manatee Avenue. 

Variable message signs will be in place to alert drivers that work is underway. Drivers should use caution while traveling in this area. Estimated completion is late of 2019. The contractor is Prince Contracting LLC. 

I-75 over SR 70: Bridge maintenance project:
Crews are working on the bridge. Expect nighttime/overnight southbound lane closures from 9 p.m. to 5 a.m. Thursday, October 19. Use caution and expect possible delays. 

US 301 at the Hernando Desoto Bridge: Construction project:
Crews are installing pile jackets, making concrete repairs and repairing the bridge fender system. Expect nighttime/overnight lane closures from 8 p.m. to 6 a.m. while crews are working. The portion of Riverwalk under the bridge along the seawall is now open. Inland Construction and Engineering, Inc., is the contractor. Expected completion is fall 2017. 

US 301 from Erie/Old Tampa Road to Moccasin Wallow Road: Maintenance permit project:
Crews are working on a force main. No lane closures are expected but motorists should be aware of crews working along the roadway through Friday, October 20. Use caution while in the area. 

US 41 at the Green Bridge: Maintenance permit project:
Expect southbound lane closures on the Green Bridge Saturday, October 14 from 6 a.m. to 10:30 a.m. for a half-marathon. Motorists should use 7th Street and follow the posted detour. Use caution and expect delays. 

SR 789/Gulf Drive from SR 64/Manatee Avenue to SR 684/Cortez Road:
Maintenance permit project: Manatee County is installing new force mains and water mains. For additional information about the project, please visit the project website at www.amipipereplacement.com. 

SR 684 from 92nd Lane to 82nd Street West:
Maintenance permit project: Crews are working on a force main. Expect intermittent east and westbound lane closures through Friday, October 20. Use caution and expect possible delays. 

SR 70 from 301 Boulevard to Tara Boulevard: Construction project:
Crews are resurfacing the roadway and making signal upgrades. Crews continue resurfacing the roadway, working on the signals, roadway striping, and making curb and sidewalk improvements. Expect nighttime signal work at various intersections and resurfacing operations towards the east end of the project, Sunday through Thursday nights. Final thermoplastic striping on the west end of the project, from 15th Street E to US 301 is expected to begin Sunday, October 22nd. Expected completion is fall 2017. The contractor is Superior Asphalt, Inc. 

SR 64 at 46th Street West:
Maintenance contracts project: Crews are reconstructing the sidewalk and driveway connections. Expect possible daytime eastbound outside lane closures while crews are working. 

 

SARASOTA COUNTY

Laurel Road at the Legacy Trail Crossing: Utility project: Utility contractors are relocating underground utilities in advance of construction on the new Legacy Trail pedestrian overpass. Traffic is down to a single lane in each direction. Westbound traffic has been shifted into the closed eastbound lane.

Business US 41 at the Circus Drawbridge: Construction project: Crews are improving mechanical equipment; painting structural steel; making spall repairs, and replacing portions of sidewalk. Traffic has shifted to the northbound bridge (one lane for each direction) while crews are working on the opposite bridge. Pedestrians and cyclists are also restricted to the northbound bridge. The speed limit is reduced to 35 mph during construction. Southern Road and Bridge, LLC is the contractor. Expected completion is fall 2017.

US 41 from SR 789 to Ritz Carlton Drive and sidewalk located along the north side of SR 789 from Sunset Drive to US 41: Maintenance permit project: The sidewalk will remain closed until construction of the development located at the corner of US 41 and SR 789 is complete. Pedestrians should follow the established detour.

US 41/Venice By-Pass from Gulf Coast Boulevard to Bird Bay Drive: Construction project: Crews continue installing utility and storm drain systems and constructing temporary pavement. Expect intermittent nighttime/overnight northbound and southbound lane closures from 8 p.m. to 5:30 a.m. throughout the project limits while crews are working. Motorists should be mindful of the construction signs in place and traffic control officers and use caution while traveling through the project area. Bergeron Land Development is the contractor. Expected completion is spring 2018.

US 41 from Browning Street to 11th Street: US 41 from Browning Street to 11th Street: Construction project: Crews are resurfacing the roadway; installing new drainage; installing highway lighting, curb and gutter; constructing new sidewalk, and installing new signing and pavement markings. Expect nighttime/overnight lane closures on US 41; US 301; Fruitville Road, and Orange Avenue while crews are working. Crews are constructing a new right turn-lane from northbound US 41 to Fruitville Road. Once constructed, the existing right turn-lane will be closed to traffic. Crews will then construct a pedestrian island and improve drainage. Nighttime/overnight northbound outside lane closures are also expected from 9 p.m. each night to 6 a.m. each morning while crews are working. Preferred Materials, Inc. is the contractor. Expected completion is fall 2017. 

US 41 from Salford Boulevard to Sumter Boulevard: Construction project: Crews are widening US 41 from Salford Boulevard to Sumter Boulevard to a six-lane highway; resurfacing the roadway; improving drainage; constructing sidewalk, and installing highway lighting. Expect daytime lane closures for barrier wall installation within the medians. Expect nighttime/overnight lane closures from 7 p.m. to 6 a.m. when crews are resurfacing the roadway. Russell Engineering, Inc. is the contractor. Expected completion is spring 2019.

US 41 Roundabouts at 10th Street and 14th Street, Sarasota:  Construction Project: Utility workers are on-site locating existing utilities. Improvements being made as part of this project consist of reconstructing the signalized intersections and replacing them with roundabouts, enhancing connectivity, circulation and safety. US 41 will be widened between the two intersections and will include bike lanes as well as dedicated turn lanes, a 10-foot sidewalk along the west side, and a 6-foot sidewalk along the east side. Other improvements include raised islands for pedestrian refuge at the intersections of US 41 at 10th Street and 14th Street, pedestrian signals, LED street lights, landscaping and City of Sarasota utility and underground drainage structure replacements. Expected completion is spring 2020. The contractor is IBT Construction LLC.

SR 776/ N. Indiana Avenue south of Tangerine Woods Boulevard: Maintenance permit project: Crews are constructing a driveway. Expect northbound outside lane closures from 9 a.m. to 4 p.m. through Friday, October 20. Use caution and expect possible delays.

SR 758/Bee Ridge Road/Osprey Avenue from Siesta Drive to Dunn Drive: Construction project:  Motorists can expect intermittent lane closures throughout the project while crews continue project completion items including paving, repair work, storm drainage testing, signage, signal work, miscellaneous concrete and punch list items.

Please stay alert and exercise caution throughout the project. Pay close attention to the traffic control devices. Driving through the traffic control devices and into the work zone is prohibited.  Be aware of slow moving construction equipment and plan additional travel time throughout the project.  

The project consists of significant drainage improvements, removing old asphalt and resurfacing the roadway, reconstructing sidewalk, and installing new signalization in some areas.  The project also includes construction of eleven (11) pedestrian refuge islands on Bee Ridge Road between Dunn Drive and US 41. Expected completion of the $17 million project is late fall 2017.

Florida Department of Transportation Tentative Five Year Work Program

The FDOT, District One, and Florida's Turnpike Enterprise announce an ePublic Hearing to present the Tentative Five Year Work Program. The Tentative Work Program lists transportation system improvements scheduled for fiscal years beginning July 1, 2018, through June 30, 2023.  The ePublic Hearing begins at 9AM, Monday, October 16, 2017 and ends at 5PM, Friday, October 20, 2017.  There are four ways to participate in the hearing.

1. Go to www.swflroads.com and click on Future Projects during the times listed to watch a video about the Draft Tentative Work Program for fiscal years 2019-2023, review the programs and maps, submit comments, and find information about how to contact an FDOT representative with questions. The ePublic Hearing will be open and available continuously during the listed times.

2. If you do not have access to a computer or the internet, you can use a computer at a local library in each of the 12 counties within Distric One during the libraries' regular operating hours.

3. FDOT representatives will be available at the following locations to meet with you in person, answer any questions, and assist with website access:

The Florida Department of Transportation (FDOT) is hosting a public information meeting regarding design improvements to Interstate I-75 (I-75) from north of University Parkway to south of State Road (SR) 64 in Manatee County. This public meeting is Thursday, October 19, 2017 at Manatee Technical College, 6305 SR 70 East, Bradenton, Florida, from 5 p.m. to 7 p.m.

The meeting will be conducted as an open house where people can view the proposed design plans, ask questions, and provide comments to FDOT representatives about the reconstruction of the I-75/SR 70 interchange. A project PowerPoint presentation will play continuously throughout the meeting. Written comments will be received at the meeting and if received by October 30, 2017.

The project limits are I-75 from north of University Parkway to south of SR 64, a distance of 6.75 miles, and SR 70 from east of Tara Boulevard to west of 87th Street East, a distance of 1.5 miles. This project will include reconstruction of the SR 70 interchange from the existing interchange with loop ramps in the northwest and northeast quadrants, to a single loop ramp in the northwest quadrant. The project will also expand I-75 to an eight-lane highway with three through lanes and an auxiliary lane in each direction. The bridge over SR 70 will be rebuilt, and the I-75 bridges at Braden River will be widened.  SR 70 will be widened within the above stated limits, and safety enhancements, including sidewalks and buffered bike lanes, will be constructed.

US 41 at Fruitville Road Intersection Improvement Public Hearing Scheduled

The Florida Department of Transportation (FDOT) invites you to attend a public hearing regarding proposed improvements to the US 41 at Fruitville Road Intersection in Sarasota County, Florida.

The public hearing is from 5 p.m. to 7 p.m., Thursday, October 26, 2017 in the Sarasota City Hall Commission Chambers, 1565 1st Street, Sarasota, Florida, 34236. The hearing will begin at 5 p.m. with an open house, followed by a formal presentation beginning at 6 p.m. Information and graphics showing the project’s location, proposed improvements, and environmental analyses will be on display at the hearing. 

This hearing offers people the opportunity to express their views about the location, conceptual design, and social, economic, and environmental effects of the recommended improvement of a roundabout at the US 41 at Fruitville Road intersection. FDOT sent notices of this public hearing to property owners located within 300 feet of either side of the proposed alternatives within the study limits.  . 

The draft study documents are available for public viewing from October 5 through November 6 at the Selby Public Library, 1331 1st Street in downtown Sarasota. The contractor anticipates implementing a temporary detour route at the I-75/University Parkway interchange at night/overnight Tuesday, October 10, Wednesday, October 11 and Thursday, October 12 between 11 p.m. and 5 a.m. while crews place the final layer of asphalt on the ramp.

Motorists wishing to travel south on I-75 from University Parkway are directed to enter northbound I-75, exit at SR 70 (Exit 217) travel west and enter southbound I-75, and continue south.

The contractor anticipates implementing a temporary detour route at the I-75/University Parkway interchange at night/overnight Thursday, October 12, upon completion of the southbound on-ramp, and Friday, October 13 between 11 p.m. and 5 a.m. while crews place the final layer of asphalt on the ramp.

Motorists traveling southbound on I-75 wishing to travel on University Parkway are directed to continue south on I-75, exit at Fruitville Road/Exit 210, travel east and enter northbound I-75, and exit at University Parkway/Exit 213.

Improvements being made as part of this project consist of constructing a diverging diamond interchange, adding an auxiliary lane on northbound and southbound I-75, constructing new bridges on I-75 over University Parkway, widening of University Parkway, widening of I-75 bridges over Errie Creek and Foley Creek, realignment of on-ramps and off-ramps at I-75/University Parkway, addition of ponds, drainage improvements, new lighting and signalization, construction of a noise wall on the west side of I-75, sidewalks, bike lanes, and pedestrian walkways. Public Workshops Re-scheduled

The FGTS Plan establishes the vision for implementing a connected statewide system of greenways and trails for recreation, conservation, alternative transportation, healthy lifestyles, a vibrant economy, and a high quality of life. The Office of Greenways and Trails (OGT) is updating the FGTS 5-Year Plan and holding 14 public open houses throughout the state.

The purpose of these meetings is to receive public input on the proposed update to the draft written 2018-2022 FGTS Plan and Land and Water Opportunity & Priority Maps.

Please plan to join us at a location close to you.  If you are unable to participate in person, there is a comment form online which you can submit by e-mail or conventional mail.

The Florida Department of Transportation (FDOT) District One began a Project Development and Environment (PD&E) Study in February 2017 to evaluate improvements at the intersections of US 41 at Dr. Martin Luther King (MLK) Jr. Way and Myrtle Street and develop context based bicycle/pedestrian facilities along US 41 from Dr. MLK Jr. Way to Myrtle Street in the City of Sarasota. Need for Improvements

The FDOT District One is evaluating intersection improvements, including roundabouts, at the two existing signalized intersections along the US 41 corridor at Dr. MLK Jr. Way and Myrtle Street and developing bike/pedestrian design alternatives along US 41. The intersection improvements will complement those planned for other intersections along US 41 to improve traffic flow throughout the corridor, including operational performance at the intersections, as intersections work best in a series. The primary goal of the US 41 improvements is to improve multi-modal accessibility along the corridor, provide a safe, convenient and attractive crossing for pedestrian and bicyclists and improve connectivity and circulation between the greater Downtown Sarasota area and the Bayfront area.

Design alternatives will be evaluated during the PD&E study to determine the design best suited to improve connectivity and circulation, while providing a safe and convenient crossing for pedestrians and bicyclists. The project is listed as a priority in the Sarasota/Manatee Metropolitan Planning Organization’s (MPO’s) 2040 Long Range Transportation Plan (LRTP) and the Sarasota/Manatee MPO’s Transportation Improvement Plan (TIP).

 

Project Funding

Funding for the design phase of this project is included in fiscal year 2021 of FDOT’s Tentative Five-Year Work Program, fiscal years 2021-2022. Right-of-way and construction are not funded.

Public Involvement is an integral part of the US 41 at Dr. MLK Jr. Way and Myrtle Street PD&E Study. FDOT will use several activities to engage interested parties in the study process, including small group meetings, an alternatives public meeting and a formal public hearing.

The Department will hold meetings with agencies and stakeholders throughout the study. These meetings will assist the project team with identifying issues, opportunities, and potential transportation solutions for the corridor. Throughout the study process, FDOT will provide presentations to various organizations and interested citizens may request a presentation to their group or organization.

What is a PD&E Study?
Project Development and Environment (PD&E) study is an environmental and engineering process developed by the Florida Department of Transportation (FDOT) to determine social, economic, natural, and physical environmental impacts associated with a proposed transportation improvement project. The process follows procedures set forth in the National Environmental Policy Act of 1969 and federal and state laws and regulations. It requires the combined efforts of professional engineers, planners and scientists who collect and analyze project-related information to develop the best solution for transportation needs. An important component of the process is public and agency involvement. The process used in the development of the project is made up of several components. Some of these include:

Data Collection
The first major step in the process is to collect all available information about the study corridor including existing roadway characteristics, traffic counts, land uses (both existing and future), population demographics, drainage patterns, locations of wetlands and habitat for threatened or endangered species, noise impacts, area of historic and cultural significance, and potential contamination sites.

Alternatives Development and Analysis
During the PD&E process, the study team develops feasible alternatives for roadway improvement projects, called “build” alternatives. They evaluate the “build” alternatives based on environmental, engineering, and socioeconomic conditions; safety needs; and public comment. The team also evaluates the need for additional right-of-way during the PD&E study phase. Throughout the process, the study team considers the “no-build” alternative, which assumes no improvements to US 41 at Dr. MLK Jr. Way and Myrtle Street other than routine maintenance through 2040. The environmental and social effects and costs of the “build” and “no-build” alternatives are quantified and summarized in an evaluation matrix.

Alternatives Public Workshop
The alternatives public workshop in scheduled for winter 2017-2018. The study team will present the proposed alternatives at this meeting. FDOT invites the public to attend, view project displays and comment on proposed improvements. With input received at the public meeting, FDOT will select a recommended alternative.

Public Hearing
After FDOT reviews all public comments and refines the alternatives analysis, we will hold a formal public hearing to provide a forum for input from property owners and interested parties on the final recommendations. The Department will make a final decision on the recommendations after the public hearing. The public hearing is scheduled for fall 2018.

Final Acceptance
FDOT will submit the study to the Office of Environmental Management (OEM) for Location and Design Concept Acceptance after the study team receives and evaluates comments from the public hearing. The PD&E study phase of the project is completed once the results of the study are accepted by OEM. The phases that follow the PD&E study are design of the project, acquisition of right-of-way (if necessary) and construction of proposed improvements.

The environmental review, consultation, and other actions required by the applicable federal enviromental laws for this project are being, or have been, carried out by the Florida Department of Transportation (FDOT) pursuant to 23 U.S.C. §327 and a Memorandum of Understanding dated December 14, 2016 and executed by the Federal Highway Administration and FDOT.

 

Project Schedule

US 41 at Dr. MLK Jr. Way and Myrtle Street PD&E Study began in February 2017 and should be completed by early 2019. The project activities include information collection, development of design alternatives and evaluation of potential social and environmental impacts in the community. The Florida Department of Transportation (FDOT), District One, is holding a public hearing regarding plans to improve safety along South Tamiami Trail (US 41) with the installation of a raised median between 301 Boulevard West and 21st Avenue West in Manatee County. The hearing will be held on Tuesday, September 26, 2017, at the Courtyard by Marriott, 100 Riverfront Drive, Bradenton, FL 34205.

There will be an open house at 5 p.m. during which staff will be available to discuss the project and answer questions, followed by the formal hearing presentation at 6 p.m., after which participants may provide their verbal comments to all present.  People attending the meeting hearing can review project displays and speak one-on-one with project team members about the proposed safety improvements to South Tamiami Trail (US 41).

The purpose of this hearing is to discuss the installation of a raised median from 301 Boulevard West to 21st Avenue West. Other improvements include pedestrian crosswalk pavement markings across the north leg of US 41 at 30th Avenue, improvements to the existing drainage condition at 30th Avenue East, and updates to existing sidewalk curb ramps to bring them in compliance with the Americans With Disabilities Act. The estimated construction cost is $767,000 and construction should begin during the summer of 2018.

The draft project documents and other information will be available for public review from September 5 through October 6, 2017 at the Downtown Central Library, 1301 Barcarrota Boulevard West, Bradenton, FL 34205.
